FOLUR Ethiopia has developed a comprehensive Monitoring, Evaluation, and Learning (MEL) Framework to guide the planning, implementation, monitoring, evaluation, reporting, and learning functions of the project throughout its lifecycle. Guided by this strategic framework, the project has established an integrated MEL system that enables the systematic tracking of project performance, measurement of results, evidence-based decision-making, and continuous learning to enhance implementation effectiveness and sustainability.
The project adopts a results-based monitoring approach that combines indicator tracking, field-level data collection, beneficiary monitoring, evidence-based progress reporting, data quality assurance, field verification, progress review and reflection meetings, and MEL capacity development.
To support effective monitoring, FOLUR Ethiopia utilizes a range of standardized digital tools and systems. These include the Coffee Rejuvenation Tracker (CRT) and Restoration Tracking Tool (RTT), which facilitate the monitoring of restoration interventions, ensure the accuracy and timeliness of geo-referenced restoration data. In addition, a standardized Beneficiary Tracking Tool (BTT) and reporting templates are used across all project sites to ensure consistent data collection, aggregation, and reporting.
The monitoring system supports the tracking of GEF Core Indicators as well as project-specific outcomes and outputs related to sustainable land management, forest restoration and conservation, carbon sequestration, sustainable coffee production, climate-resilient livelihoods, and women’s economic empowerment. The system also serves as the foundation for reporting project progress and results to national stakeholders, UNDP, GEF, and the FOLUR Global Impact Program.
Complementing the monitoring function, the project's evaluation framework provides periodic assessments of project relevance, effectiveness, efficiency, sustainability, and impact. The framework includes a baseline study, Mid-Term Review (MTR), and Terminal Evaluation (TE).
Learning is an integral component of the MEL system. The FOLUR Ethiopia Learning Framework provides a structured mechanism for generating, documenting, sharing, and institutionalizing knowledge throughout the project lifecycle. The framework aims to strengthen adaptive management, support informed decision-making, facilitate the scaling up of successful practices, and enhance the long-term sustainability of project outcomes. Key learning mechanisms include case studies, annual lessons learned reports, mid-term analytical report, end-of-project learning report, learning workshops, and Communities of Practice involving project staff and implementing partners.
Accordingly, the MEL system extends beyond performance measurement and reporting. It serves as a platform for organizational learning and adaptive management by generating timely evidence, promoting knowledge sharing, and informing annual planning and strategic decision-making. Through this integrated approach, FOLUR Ethiopia strengthens accountability, enhances implementation effectiveness, and maximizes the project's contribution to sustainable landscapes, resilient livelihoods, and deforestation-free coffee value chains.
